Functional Definition: 

The Program Director is responsible for the overall operations of the Oakland Residential Programs at CHS. The Program Director is responsible for overseeing the administration of the program and staff, leading the vision, direction, long-term planning and quality improvement for the site. Throughout the program, the focus is on the residents’ strengths and wellness and on fostering their integration into the local community by focusing on empowerment and independent living skills. The Director operates with a considerable degree of independence and self-direction. The Director is the primary contact to the County DHS office for program issues and reporting. Duties include supervising program staff, leading program development efforts, ensuring program consistency, implementation of HIPAA regulations, coordinating quality assurance, annual audits and training schedules. The Director maintains a team approach to management and fosters a culture that encourages staff members to participate in planning both their specific jobs and the program as a whole. The Director seeks to establish a respectful, collaborative community that enhances the well-being of both consumers and staff. The Director is part of the agency management team and will work to integrate the residential programming into the full agency’s service portfolio by working with other agency programs to develop program synergies and foster coordinate intake. Finally, the Director will manage site issues related to staffing, physical plant and funding.

Responsibilities and Duties: 

1. Establishes the vision and direction for the program, in line with the program’s mission and philosophy. Creates and implements the program’s annual goals and objectives.
2. Complies with and monitors implementation of all agency and program policies and procedures. Identifies appropriate procedures for various situations; participates in policy and procedure development.
3. Looks to current data and policy to inform best practice programming at CHS. When best practice models are not available, Program Director works with the CRO, COO and CEO to develop them internally.
4. Establishes cooperative working relationships with the County DHS office and other providers. Complies with and monitors implementation of all relevant laws and regulations from licensing or monitoring bodies, e.g., Pennsylvania OMHSAS, Allegheny County DHS, Area Agency on Aging, the Allegheny County Health Department, and the Bureau of Fire. Ensures that all necessary reports are completed, including Unusual Incident Reports to the County DHS and the State using HCSIS as needed. Leads and completes the annual audit process and responds to findings. Manages CIPS data along with Chief Technology Officer and Behavioral Health Administrative Coordinator along with any other funder required data system.
5. Establishes the program’s budget in collaboration with the Controller. Controls and documents the program’s income and expenditures in compliance with agency fiscal policies. Manages program budget, integrates funding across programming and assists in fund development.
6. Is responsible for the designated sites being maintained in a safe and healthy condition. Ensures routine maintenance of the site and equipment. Ensures that nutritionally adequate food is provided, in a safe manner.
7. Ensures completion of Quality Assurance Audits of all files (client/staff) to ensure compliance with HIPAA, relevant laws, licensing and monitoring bodies.
8. Attends Program Director meetings and other related meetings as scheduled. Identifies issues and recommends appropriate action to resolve problems. Schedules and participates in program quality assurance meetings quarterly.
9. Completes all fiscal and HR paperwork and submits it in a timely manner. Ensures that complete and accurate personnel, payroll, attendance, and in-service training records are kept.
10. Attends a minimum of fifteen hours per calendar year of training to promote professional growth and development. Completes all required training on a timely basis. Attends continuing education in-service training programs. Relates information to colleagues and staff. Engages in clinical supervision and self-care.
11. Ensures that the program is adequately staffed at all times. Schedules and monitors staff hours. Provides direct care coverage as needed.
12. Recruits, interviews, and makes hiring recommendations for all program staff. Provides orientation and in-service training for program staff. Conducts or arranges for appropriate training for staff development. Ensures training protocol is current, engaging and meets funding regulations.
13. Provides direction, supervision, and support to staff regarding their responsibilities. Completes staff probationary, quarterly and annual performance appraisals and recommends appropriate personnel actions. Applies Positive Supervision and recognizes performance of employees. Assures staff fiscal/HR paperwork is completed and submitted on time.
14. Leads program staff meetings and ensures that the staff functions as a team.
15. Ensures development and implementation of service plans for each consumer. Reviews congruence of service plans and assessments and engages consumers to lead their treatment process.
16. Responsible for verifying that service plans and consumer progress are documented accurately and clearly and meet funder required timelines. Service plans and site activities are designed by the Program Director to facilitate consumer empowerment and independence.
17. Ensures that Service plans and resident progress are reviewed regularly. Conducts Utilization Review and Treatment Team meetings as scheduled or needed.
18. Directs staff and assists with coordination of services with all involved provider agencies.
19. Engages staff and residents in order to connect residents with all related entitlements.
20. Develops and implements a plan for maintenance of consumer records in the prescribed manner, ensuring all regulatory requirements are met including intake and discharge paperwork. Performs case record reviews as designated.
21. Verifies through monitoring and observation that medications are monitored in a safe, accurate manner. Ensures that all medication documentation is completed accurately and thoroughly.
22. Addresses medical and psychiatric emergency situations on a 24-hour basis as needed. Is on constant 24-hour response status approximately every three weeks. Implements appropriate county and program emergency procedures, communicates with professionals, family members, and CRO as needed.
23. Works with staff to empower residents and to develop a sense of community through activities and groups and leads or delegates leadership of resident house meetings.
24. Complete all job duties in accordance with the mission and values of CHS.

Minimum Qualifications: 

Master’s level degree in human services and mental health experience including program management and supervisory experience desired. A preponderance of related mental health and supervisory experience in lieu of a formal education will be considered as approved by the CEO and the County DHS.
2. Excellent communication, decision making and organizational skills. Ability to problem solve and use sound judgment especially in crisis situations. Works well independently and collaboratively.
3. Strong supervisory, leadership, team building, planning, visioning and administrative skills.
4. Demonstrated ability to work with MH consumers and diverse persons with complex needs. Sound knowledge of mental health diagnosis, effective interventions and common medications. Familiar with common medical conditions.
5. Ability to utilize strengths perspective and harm reduction/trauma informed care techniques.
6. Knowledge of community resources and referral system.
7. Completion of all required training including medication monitoring and CPR and First Aid Certification within six months and maintained thereafter.
8. Verification of pre-employment physical with TB screening and results and statement saying person is free from communicable diseases, with verification of same every 2 years from hire.
9. Ability to walk up and down steps.
10. Agency approval of current background check including an Act 34, Act 33 and FBI Criminal clearances.
11. Must have a valid PA driver’s license, have a driving record acceptable to agency insurance review and pass an internal driving test.
